Wir setzen unsere Demokratie-Reihe fort und widmen uns in dieser Ausgabe einer Fragestellung, die von zentraler Bedeutung für die Zukunft Europas ist: Wie können wir einem drohenden Legitimitätsverlust europäischer Demokratien entgegenwirken, wenn nationalstaatliche Politik und Entscheidungen auf EU-Ebene zunehmend in Konflikt geraten? Welche Rolle spielt der digitale Wandel und wie finden wir Wege aus diesem Dilemma?

Den Impulsvortrag hält Prof. Dr. Matteo Garavoglia, Professor of Practice an der Tsinghua University in Beijing und Senior Research Associate an der University of Oxford. Er forscht zu europäischer Integration, europäischer Außenpolitik und EU-China-Beziehungen und hat sich als führender Experte für die Herausforderungen multilateraler Governance etabliert.

Mind the European gap: reconciling national politics and supranational policy-making
Prof. Dr. Matteo Garavoglia

The relationship between national democratic politics and supranational governance lies at the heart of many of the European Union’s contemporary challenges. In this public talk, Matteo Garavoglia (University of Oxford and Tsinghua University in Beijing) discusses the central themes of his book Mind the European Gap: Reconciling National Politics and Supranational Policy-Making, examining the structural tensions that emerge when policy decisions increasingly transcend national borders while political legitimacy remains rooted in national democratic institutions. Drawing on political theory, comparative politics, and the study of European integration, Garavoglia analyzes the origins and consequences of this “European gap” and evaluates potential pathways for reconciling effective supranational governance with democratic accountability. Garavoglia contributes to ongoing scholarly debates on the future of European integration, the legitimacy of multilevel governance, and the evolving relationship between sovereignty, representation, and policymaking in the European Union. At the same time, the talk offers some tangible solutions to the question of how we might begin narrowing the dangerous gap that our democracies experience between national politics and supranational policy-making.
